Thomas N. West, 30, was arrested on Sept. 17 for disturbing public peace in the 400 block of Franklin Street. A male subject reported West for playing loud music for three hours. The subject had called several times prior regarding the same issues with West. He wished to press charges for peace disturbance. West was issued a citation on the scene for peace disturbance by playing loud music.
